According to the Moldova 2020 National Development Strategy, skills development has been identified as a key priority for the country. The Moldova Skills Data Capacity Building Project is directly involved in reform agenda by supporting the collection and analysis of labor market data, the absence of which is currently hampering the reform efforts of the Ministry of Health, Labor and Social Projection (MHLSP), National Employment Agency (NEA), and Ministry of Education, Culture and Research (MECR). The development objective of the Moldova Skills Data Capacity Building Project is to strengthen the Government of Moldova’s capacity for evidence-based policymaking in the area of skills and employment through supporting enhanced collection and analysis of data on workforce skills and labor market needs. The output will support the Government’s efforts to align the education system to labor market needs, thus promoting job creation.The project consists of 3 inter-related components. -          Component 1. Revised Employer Surveys on Demand for Skills-          Component 2. Revised Surveys of the Resident Working-age Population on Supply of Skills and Barriers to Employment-          Component 3. Capacity building, including analysis of skills mismatch and policy developmentThis assignment is focused on the third component, which shall assess and analyze the outputs produced under the component 1 and 2, will provide the necessary input for development of employment and education policies, as well as strengthen Government capacity in analysis of the data related to supply and demand of skills. On annual basis, Moldovan National Employment Agency (NEA) performs employer’s survey to develop a labor market forecast. The survey sample is about three thousand companies. On the other hand, HH surveys will be performed to assess supply of skills and mismatch of skills. Thus, big volume of data is produced and is to be analyzed to develop appropriate forecasts and policies. To perform the analysis it is necessary to enable the relevant stakeholders with analysis tool as well as increase institutional capacity in efficient use of the tool to produce high quality results.Overall objective of this assignment is to strengthen Government capacity in data analysis, by development of a training program and delivery of training in data analysis using STATA. The services will include: STATA training needs assessment of the Ministry of Health, Labor and Social Protection and the National Employment Agency; development of training program and training manuals with case studies for each of the stakeholders, taking into account their specific requirements; delivery of training for the stakeholders in use of STATA for data analysis.The assignment is expected to commence on May 2018 and completed by June 30, 2018. The expected level of effort for carrying out this task is about 20-25 man-days, including 10 working days in Chisinau (Moldova). Schedule for implementation of the assignment will be agreed with the Client. The Ministry of Health, Labor and Social Protection now invites eligible Consultants (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the Consultants: (a)    Advanced degree in statistics, mathematics or economics or other relevant field. (b)    Certification in STATA.(c)    At least 5 years of professional experience in delivery of training in data analysis using STATA for all type of users (from basic till advanced)(d)    Proven experience in data analysis (including big volume of data) using STATA.(e)    Experience in delivery of STATA training for public institutions is an asset.(f)     Working experience in Moldova will be an asset(g)    Knowledge of labor market will be an advantage(h)    Experience in analysis survey results is an advantage.(i)     Proficiency in Romanian, fluent knowledge of English.   The Expression of interest must contain information that will allow the Client to conclude if the candidate meets the shortlisting criteria above and has enough experience to complete successfully the assignment, and include at least the following data:

  • Cover letter, indicating Consultant’s interest and demonstrating his/her capacity to perform the assignment and confirming availability of the Consultant for the period of the assignment (May-June 2018)
  • Professional Curriculum Vitae
  • List of assignments related to this specific project, their short description, the Consultant’s role and activities performed, the Clients’ names.
  • At least two letters of reference.

Procurement of logistical services for organization of the workshop


Ministry of Health, Labor and Social Protection coordinates implementation of Priority Area 9 “People and skills” (PA9) of the EU Strategy for Danube region (EUSDR) within the Priority Area Coordinators support project.


The main objective of the project is to support the governance and implementation of EUSDR PA 9 through:

           Establishing and maintaining the network of national counterparts relevant to the Priority Area Coordinators (Steering Group); enlarging the network of stakeholders through concrete activities like Stakeholder Conferences, Thematic Workshops;

           Providing information (about financing possibilities, relevant stakeholders and partners in the EUSDR-Countries, existing projects etc.) for initiating new projects and initiatives in the related policy areas;

           Raising public awareness and informing stakeholders about ongoing activities of PA9 through PA9 Website, PA9-Folders, PR-Material etc.


Within the framework of the PA9, Ministry of Health, Labor and Social Protection is going to organize an international workshop “Creating more efficient labor market in Danube region”. The event will take place on 22nd of May 2018 in Chisinau and is expected to involve 100-120 participants.


The workshop  will offer opportunity to discuss the ways of making labor market in the Danube region countries more efficient. The workshop will bring together actors from fourteen Danube Region countries and beyond in order to share best practices, to address common challenges of the future, to develop innovative projects and to create networks for policy development of efficient educational and labour market systems.

To ensure effective and efficient organization of the workshop, MHLSP is going to select a company that will provide logistical support in preparation and implementation of the event.


The logistical services will include the following:

I.        Production of printing materials, based on the Purchaser’s requirements

II.     Organization of the event and collaboration with workshop venue provider.

  1. Moderation of the event.
  2. Simultaneous interpretation during the event.
  3. Drafting a short report on the event

The implementation of the assignment is expected to commence not later than on April 25th 2018.

The Ministry of Health, Labor and Social Protection now invites eligible companies (“Service Providers”), that should be a legal entity, to submit their applications for the services. In addition to price quotation, interested companies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Service provider shall meet the following criteria:

1)      Requirements for the company

(a)         A legal status enabling the organization to provide the services.

(b)         At least 5 years of proven experience in organization of official events, including national and international conferences and seminars.

(c)         At least 2 large scale events (involving similar or higher number of participants) organized during the last 3 years

(d)         Prior successful experience in implementation of similar assignments (involving organizational services, production and printing of awareness materials and supplies, moderation, interpretation, etc).

(e)         Availability of qualified staff with experience in organization of the events.

(f)          Experience in implementation of the event for international organization or donor-funded projects.

(g)         Availability of certified interpreters (English-Romanian) or working relations with professional interpreters.

(h)         Working experience with public authorities will be an advantage.


2)      Requirements for the proposed team

(a)      At least higher education in PR, management or other relevant fields

(b)         Experience in organization of conferences or seminars.  Team leader shall have more than 3 years of experience in organization of events  and first-hand experience in organization at least two large scale conferences); team members should have not less than 2 years of experience in organization of events.

(c)         Fluency in Romanian, Russian and English

(d)         Excellent communication and management skills


3)      Requirements for the proposed moderator

a)      At least Master’s degree in PR, journalism or other relevant field.

b)      At least 5 years of professional experience in moderation of large-scale events (conferences, seminars, round tables) involving national and international participants.

c)      Knowledge of labor market and education policies, experience in the field or moderation of the events in the area of the assignment will be a strong advantage.

d)      Fluency in Romanian, Russian and English.

e)      Excellent communication skills.


Selection criteria: the most economically advantageous tender

·         Price – 80%

·         Quality – 20% (10% - company experience and qualifications, 10% - proposed staff)

The application shall include the following documents

·         Price quotation, in MDL, with breakdown of the costs, according to the proposed form, signed and stamped.

·         General information about the company (company name, contact details, bank details, owners and top management), with attachment of copies of registration documents, description of the company profile and staff.

·         Copies of financial reports for years 2016-2017.

·         Declaration of eligibility to participate in public procurement

·         List and short description of the assignments in organization of events performed during the last 3 years, including name of the client, date and name of the event, number of participants, activities performed, etc.

·         CVs of the staff that is proposed for the implementation of the assignment.

·         Detailed CV of the candidate proposed for moderation of the event and confirmation of his/her availability to moderate the event.

·         At least two letters of reference from the previous clients.
